To take out a policy for an impounded vehicle you need to be the owner and registered keeper of that vehicle.
Licence Types
We can only offer policies for people over the age of 21 with a valid Provisional or Full UK License, and EU and international licences held for less than 12 months.

We get drivers who are unable to drive the vehicle out for many different reasons. It could be because they don’t have a licence, or are currently banned. In these cases we recommend registering the vehicle to somebody you know who is able to drive for the purpose of getting it released. However, this is at the discretion of the impound and you will have to ask their permission to do so first.
